Fall Restraint Systems offer a Height Safety System which restricts the movement of the operator to limit their access to the fall edge, effectively acting like a leash.
Fall restraint systems like Static Lines require significant user competency and system training to ensure that they are used correctly.
Administrative controls do not physically offer fall protection or fall arrest from a fall at height.
Administrative controls include enforcing a safety policy which trains workers and requires them to adhere to other fall protection measures. It can also include the prohibiting any un-restrained worker from approaching an edge, and placing a safety observer or warning line near a roof edge.
